William J. Burnell, 83, of Sarasota, FL died August 30, 2012. He was born in Waterloo, Iowa and moved to Sarasota from Gurnee, ILL in 1969. He was an Army Veteran. Survivors include his sons, Jay Burnell of Bradenton, FL; William Burnell, Jr. of Sarasota, FL; daughters, Dawn Stoudt of Sarasota, FL and Sheryl of Draper, Utah.
Visitation will be held from 12:00 P.M. to 1:00 P.M. with services beginning at 1:00 all at Wiegand Brothers Funeral Home. Interment will be held at Sarasota National Cemetery.

Most of the cloud goings-on revolve around OpenStack, the open source infrastructure-as-a-service project started by Rackspace and NASA. Today SUSE announced their SUSE Cloud product, which is a commercially supported version of OpenStack integreated with SUSE Linux. Red Hat has an unsupported preview release of their OpenStack offering, and Canonical recently announced OpenStack support in the 12.04.1 point release of Ubuntu. OpenStack isn't the only game in town. Citrix has CloudStack, and Eucalyptus Systems has their eponymous product as well. But OpenStack is clearly becoming the de facto choice for folks looking for cloud computing.

Lyme retreatment guidance may be flawed

ScienceDaily (Aug. 30, 2012) ? A new statistical review calls into question studies that have been taken as proof that antibiotic retreatment for chronic Lyme disease is futile. That misunderstanding has led to medical guidance that discourages retreatment and insurance coverage for it. Instead, the authors of the review suggest, the proper reading of the studies and their data is that they prove nothing.

Most doctors treat Lyme disease with antibiotics for two to four weeks after diagnosis, but if symptoms persist after that, medical guidelines recommend against antibiotic retreatment. That recommendation may not be warranted. A newly published statistical review of the four studies upon which those guidelines are based reports flaws in design, analysis, and interpretation that call into question the strength of the evidence against retreatment.

Allison DeLong, a biostatistician at Brown University's Center for Statistical Sciences and lead author of the study published online Aug. 19, 2012, in Contemporary Clinical Trials, said the four studies do not prove that retreatment does not work. That questionable interpretation, however, has led doctors to forgo treatment and insurance companies to withhold reimbursement.

"The goal of the paper is to clarify what was actually found from these clinical trials and what could be said and what couldn't be said," DeLong said. "A lack of evidence should not be used to deny treatment when the studies have serious flaws."

Evidence in the trials is most often inconclusive, she and three co-authors found. Two studies even found some statistically significant benefits from antibiotics.

DeLong has been curious about Lyme disease retreatment for more than a decade since a friend of hers seemed to benefit from therapy. Her friend paid for the treatment out-of-pocket. Statisticians would call that anecdote an "n of 1," but the example stuck with DeLong as more people, including journalists, began to question whether retreatment really was ineffective.

In 2009 and 2010, DeLong and her colleagues decided to look into the matter with full statistical rigor. Their analysis started by scanning the medical literature for any randomized clinical trials offering evidence of the efficacy of antibiotic retreatment for Lyme disease. Careful review of more than 100 studies ultimately whittled the field down to the four studies on which the Infectious Diseases Society of America and the American Academy of Neurology are based their guidelines.

The most influential studies were conducted by Klempner et al., and published together in the New England Journal of Medicine in 2001. The multicenter trials enrolled chronic Lyme sufferers with positive or negative blood serum results for Immunoglobulin G, an antibody that might indicate active infection. In each of the IgG positive and negative groups, patients either received IV antibiotics followed by oral antibiotics or IV placebo followed by oral placebo. Their symptoms were measured along the way using a subjective set of health quality-of-life measures called the SF-36.

Although Klempner et al. found no significant benefit to retreatment, findings from subsequent SF-36 studies in chronic illnesses provide evidence that the Klempner study was looking for unrealistically large differences.

"The trials, as designed, called for treatment effects considerably larger than the minimum clinically important differences (MCID) identified in other chronic illnesses, suggesting that the sample sizes were inadequate and the trials were very likely underpowered to detect the true underlying MCIDs," DeLong and her co-authors wrote in the journal.

Klempner's statistics showed that treatment might or might not have been effective given the broad range of a statistical measure known as the confidence interval, DeLong said.

In another of the four trials conducted by Krupp et al., researchers found that retreatment produced a significant benefit for fatigue, but the authors of the study mistakenly discounted that result, DeLong said.

The authors became concerned that their results were tainted by too many subjects realizing that they were receiving real treatment instead of the placebo. The measure of fatigue is subjective and could be influenced by that realization. But DeLong found that the subjects weren't likely to have realized anything. Here's why: If the members of each group have a blindly optimistic seven in 10 chance of believing that they received real medicine, then the people who really were would be right seven out of 10 times and the people receiving the placebo would only be right 3 out of 10 times. The people receiving the medicine would seem like they had discovered their status, but in reality they were only making a lucky, optimistic guess.

While the Krupp study was adequately powered to measure a significant benefit from fatigue, it had less power to measure the two other treatment effects it considered: improvements in cognitive processing and clearance of a potential Lyme disease biomarker, DeLong said.

The last of the four studies, by Fallon et al., had a very small sample size. It found hints of some benefits from retreatment but nothing definitive either positively or negatively.

Ultimately, DeLong said, the best evidence to support or refute antibiotic retreatment will come when scientists develop a definitive test for active Lyme disease infection. In the interim, it is possible that chronic Lyme disease patients harbor an ongoing infection that antibiotics could treat.

"The interpretation of the trials goes too far," she said. "You can't say it's been shown that retreatment is not beneficial. You can't then jump to the conclusion that this shows there is no persistence of infection."

In addition to DeLong, the paper's other authors are statistics graduate student Barbara Blossom of Colorado State University, Dr. Elizabeth Maloney of Wyoming, Minn., and Dr. Steven Phillips of Greenwich Hospital in Connecticut.

While there are many circumstances we cannot avoid in our day to day life, remember that your personal responsibility to protect yourself is absolutely a part of this. Try to make sure your experiences are positive by setting yourself up for success. Your happiness is your personal responsibility, so do yourself a favor and make sure your day will be easy to work through!

Concentrate on getting through one day at a time. Sometimes, in the very beginning of trying to stop a bad habit or to implement better behavior we have to think in even smaller time increments. Very few people can make big changes all at once and be one-hundred percent successful.

Indonesia graft watchdog faces off against police

Indonesia's corruption watchdog is taking on the notoriously graft-ridden police in a confrontation that sees two law enforcement agencies facing off against each other.

Rampant corruption has crippled the public service in Indonesia, where paying bribes is routine and half the population of 240 million live below the poverty line.

The country scored 3.0 in Transparency International's Corruption Perceptions Index for 2011, where 10 means "very clean" and zero "highly corrupt".

But the Corruption Eradication Commission (KPK) has been given extraordinary powers to wiretap suspects and probe bank accounts in an effort to tackle the scourge, and is increasingly chasing Indonesia's big fish.

In the process it is making enemies of police, prosecutors and politicians, and has won the fervent backing of ordinary Indonesians -- who consistently name the police as one of the country's two most corrupt institutions in Transparency International's annual survey.

The current case centres on a $21 million tender for driving simulators, with the KPK accusing former traffic division chief Djoko Susilo of accepting more than $200,000 in kickbacks to favour one bidder.

The winner, metals company Citra Mandiri Metalindo Abadi, is known for producing bottle tops, and had no experience or capacity in simulators.

It subcontracted the project and by the time the deadline arrived, only 100 of the 1,200 contracted simulators -- used to teach and test driving skills -- were delivered, according to Indonesia's respected Tempo magazine.

The company has not commented on the case.

The KPK has named Susilo and three other traffic division police as suspects in the tender.

The national police initially refused to hand over evidence and insisted on conducting the probe itself. It finally agreed to cooperate on the condition it could sight key evidence collected by the KPK.

But on Friday the police again questioned Susilo over the tender, even though by law it is obliged to step down once the KPK has taken on a case.

Susilo's lawyer told reporters his client would refuse to answer the KPK's questions because he had already been quizzed by the police.

Neta Pane, head of the NGO Indonesian Police Watch, backed the KPK in its efforts to hold the police to account, adding the traffic division had a reputation as an "ATM machine" for senior police officials.

"The KPK has the legal right to investigate the police," he told AFP. "Allowing the police to investigate itself undermines Indonesia's efforts to eradicate corruption."

Popular support for the KPK was demonstrated in June, when millions of street food vendors on meagre incomes donated coins to support the watchdog's bid for a bigger building to house its growing staff.

"Compared with other institutions, the KPK is the most organised and clean, so it is still the hope of the people," prominent lawyer Tudung Mulya Lubis said.

The police, on the other hand, are "at the epicentre of corruption in the eyes of the people".

Nevertheless, the KPK rarely probes the police and has never prosecuted a working police official.

"This is in part because the police controls the evidence needed for the KPK's investigations. A lot of KPK investigators are seconded from the police. I'd like to think they're independent, but you never know," Lubis said.

Activists have called on President Susilo Bambang Yudhoyono to support the KPK in the latest feud, criticising him for backtracking on his election campaign pledge to curb corruption.

The promise was a key element in securing his second term with a landslide win at the polls in 2009.

But since then Yudhoyono has shown little action to match the rhetoric, while his government has become mired in a bank bailout scandal and members of his Democratic Party have come under investigation in several cases.

In 2009, Yudhoyono was criticised for sitting idly by in a power struggle where the national police tried to frame two KPK commissioners for corruption.

In his Independence Day speech last week, Yudhoyono made his most passionate remarks on corruption for some time, acknowledging graft still bled through his government, parliament and law enforcement agencies.

"The drum of war on corruption should not dissipate. Corruption should be completely eradicated," he told parliament in his speech.

But he fell short of giving an instruction in the simulators case, saying only that law enforcement agencies should not intervene in each other's investigations.

A 61-year-old neighbor of mine in Oregon recently incurred a $45,000 hospital bill. She is unemployed and uninsured. The hospital gave her some financial assistance, but because she has some savings, including an IRA worth $220,000, the hospital argues that she has the resources to pay the balance. What should she do? Should she withdraw funds from her IRA, resort to a reverse mortgage or risk defaulting and being turned over to a collection agency? ? L. Wilson

Your neighbor should negotiate the terms of a payment plan with the hospital, spreading the payments over as many years as possible to make them easier to fit into her budget. "Don't let this go to a collection agency," warns Anna Sergunina, with Mainstreet Financial Planning in San Mateo, Calif. "It's a lot easier to negotiate with the hospital than with the collection agency."

Your neighbor doesn't have many other options. If she drew on her IRA assets, she'd have to pay income tax on the withdrawal, which likely would add between $6,750 and $11,250 to her cost, depending on her tax bracket. A reverse mortgage is out: They are only for people age 62 or older. One possibility she could consider is a home equity line of credit. "Interest rates are low," says Sergunina. "But she might have difficulty qualifying because she's unemployed and has very little income."

If collection agencies do get involved, she should know that her Social Security benefits and IRA assets are safe. Social Security payments can't be garnished, except by the federal government, and in Oregon, IRA assets are protected from creditors (the rules vary from state to state).

Passing on your home as part of your estate plan

For many people, their home is the single largest asset that will be passed on to their heirs. Housing values have come down over the past couple years but even today it is possible for your home value to push your total estate over the annual estate-tax exemption limit ($5.12 million for 2012). The disposition of your home in your estate plan presents some unique issues that retirement accounts and assets such as stocks or bonds do not.

Let?s consider some possible options for dealing with your home that you should discuss with your spouse for possible consideration in your estate plan.

Keep the home in your estate ? If you have owned your home for many years, chances are good that you have a large capital gain in the property. Leaving the home in your name and passing it to your heirs through your will erases the gain. Your heirs will receive the home on a stepped-up basis to its current fair-market value. In other words, their cost becomes today?s market value and will not generate capital gains tax on the appreciation of your home since the time you bought it.

The other expense to consider is federal estate tax and/or state death taxes. The federal exemption is high this year and may not affect your estate. You will need to check your current state laws to see if they have a death tax and how it applies to your situation. In Pennsylvania, the inheritance tax is 4 ?% for property left to lineal decedents. It becomes an easy math calculation to determine if avoiding a 15% capital gain on part of the property?s value is more cost effective than paying 4 ?% on the entire market value.

Gifting the home to an heir ? Giving your home to an heir may seem like a sensible solution, however, gifting comes with some pretty strict rules. Signing over the deed or just adding their name as a joint owner constitutes a completed gift. If the value of the property is more than $13,000, you will have to dip into your gift tax exemptions. A federal gift tax return will need to be filed using IRS Form 709 to declare the gift. In some circumstances, you and your spouse may have to pay a gift tax. You won?t actually owe any federal gift tax unless the value of the gift exceeds $5.12 million which is the lifetime gift tax exemption for 2012. The deadline to file this return is the same as for regular income taxes.

When you make a gift of your home, your heir will not get the advantage of receiving the home on a stepped-up basis. This means that the capital gains taxes will likely be higher when he or she finally sells the home.

The bigger issue is the number of legal consequences involved when you gift the home to your heirs but still intend to live in it. If the heir gets divorced, their spouse could claim an interest in your home as an asset owned during the marriage. They may not be awarded the home since it was a gift from you but the court could take into consideration this asset in your heir?s name and divide their other property in the spouse?s favor.

You will also need to take into consider what happens to the heir?s ownership if they were to die before you and you are still living in the home? Most spouses leave all their assets to the surviving spouse. You could end up owning the home jointly with an in-law.

In addition you need to consider the issue of creditors. If your heir ends up in bankruptcy you may have to buy out your heir?s interest in the house to avoid having it sold to satisfy creditors. Even if your heir handles their money well they could end up on the wrong end of a lawsuit with a judgment against them.

A qualified personal residence trust (QPRT) ? Larger estates (several million dollars) should consider a QPRT for their home. A QPRT involves the transfer of a personal residence to a trust, with the grantor (you) retaining a qualified term interest and the right to live in the home for a specified period. This is a completed gift like option two above and requires filing a gift tax return. The difference is that the home is not valued at fair market value. The IRS takes into consideration the value of your right to live in your home over the period specified in the trust. This value is deducted from the current fair market value allowing you to claim a significant discount.

One sticking point is that you have to live until the end of the qualified term interest or the value of the residence is included in your estate. However, if you survive to the end of the term, the home passes to beneficiaries of the trust. You can then relocate, pay rent, or make other living arrangements.

Because a QPRT is a grantor trust, there are special valuation rules for estate and gift tax purposes. You should seek the help of an estate planner to help determine if this is a viable option in your situation.

A small business can be:

  • A sole proprietorship is when one person owns an unincorporated business. This type of business keeps the personal and business expenses tied together and you report business income as part of your personal tax return.
  • A limited liability corporation has members. The membership isn?t limited and can include family members, other individuals, corporations, and foreign entities. There are even LLCs of just one person. Like corporations the members of an LLC have very limited personal liability for the small business debts or actions. Yet like a partnership an LLC has lots of flexibility when it comes to management and tax benefits.
  • A partnership is a legal arrangement where two or more people join together in a small business. The legal arrangement details what money, labor, skills, or money, are put into the business by each partner and how profits and losses are shared.
  • A corporation allows shareholders to exchange their property and money for capital stock in the corporation. Generally a corporation can take the same type of deductions as a sole proprietorship along with special corporate deductions. There are several types of corporations.

The type of a small business you have will determine which taxes you need to pay and the type of tax form you have to fill out. There are basically four types of business taxes for small business. You may need to pay some or all of these taxes. The four types of taxes for small business include income tax on any profit or income made, self-employment tax which is Medicare and social security for those who work for themselves, excise tax on specific products like motor fuels, and if you pay employees you will have to pay employer taxes.

Once you?ve decided what type of small business to have you may need to get a tax identification number for the business. This is called an Employer Identification Number or EIN. If you are self-employed or have a small business this identification number allows you to keep your business and personal expenses separate. It is also one of the steps that you need to complete if you want to establish credit for your small business without using a personal guarantee.

Employer Identification Number

An Employer Identification Number is a number for your business that works much like a social security number does for individuals. The EIN is a federal tax identifier. This number will identify your business to the state and federal government when you file taxes. You will need the number keep your business expenses, bank accounts, and taxes separate from your personal finances. An Employer Identification Number is also known as an Employer Tax ID.

State Taxes for Small Businesses

Depending on the state where you have your small business you may need to pay business or corporate income tax, and if you sell products you may also have to collect and pay sales tax. The type of taxes that you have to pay and the forms you have to fill out for the state will depend on the legal structure of your business, just as it does with federal taxes.

The state you live in may also require you to get a state tax ID number. You will need this number to account for any state income tax withholding, state specific sales and use taxes, and any unemployment insurance tax if you have employees.

Small Business Tax Returns

If you have a sole-proprietorship your small business and personal finances are tied together and you report them on a 1040, then the federal income tax laws in 2010 require you to file an income tax return if your net earnings from self-employment or a small business are $400. If you didn?t make $400 you may still have to file an income tax return if you meet some of the other Form 1040 requirements that are in the instructions. This may be how you file small business taxes if you are a sole proprietorship and don?t have a separate EIN number for the business.

A Schedule C is used to compute any profit or loss for the business. If you have several different businesses you would need to do a different Schedule C for each business. There is a Schedule C-EZ form for those small business owners who have only one sole proprietorship business. You can use this form if you didn?t have a net loss and can meet the requirements in the Schedule?s Part I.

There are different forms required if you are a partnership, corporation, or LLC. You will need to file the correct forms to report income or loss, any sales or excise taxes due, as well as any employer taxes if you have paid employees working for the small business. You should speak with an accountant and make sure that you are filing your small business taxes correctly based on the type of business that you have.

If you are considering buying rental properties, you should already know how to analyze an investment by penciling out your real estate deal. Within that analysis, one of the critical tasks is accurately estimating how much your operating expenses -- property taxes, HOA fees, lawn care, property management fees, insurance, maintenance expenses and all costs other than the mortgage -- will be on the property.

Properly estimating your operating expenses will give you confidence that your analysis is on the mark. So to help you better estimate those amounts, let's talk about some percentages in a broad range and then specific items and costs.

Operating Expenses Percentage

When people pro-forma, or estimate the projected financials of a real estate deal, the operating expenses are typically 35 to 80 percent of the gross operating income, depending on the type of rental property.

So let's say your GOI is $1,200 per month in rent, and your expenses are $450 per month. Your operating expense percentage would be 450/1,200 or 37.5 percent. For a bread-and-butter house, duplex or triplex building, 37.5 to 45 percent is probably a good estimate. Generally, the fancier the building, the higher the ratio of operating expenses to GOI. Some types of properties -- such as vacation rentals -- could have a 70 to 80 percent expense ratio.

Beware: If your calculation is below 35 percent, there is a high probability that something is wrong in your estimation. Make sure to independently verify your projected costs with a few other experienced property owners.

While using an expense ratio is a fair general guide to penciling out your deal, you really need to get into the nitty gritty numbers to be as accurate as possible. Here are the typical expense categories for a normal rental property and how to calculate the costs.

Maintenance and Miscellaneous

This is typically the hardest category to estimate, and often people underestimate the amount. A general rule is 1 percent of the property value per year. So a property valued at $180,000 would have $1,800 per year, or $150 per month, in these costs. Many things can impact this, such as the condition, age, size and type of property. Also, in a single family home, the owner pays for the roof, painting and other costs that typically are covered by HOA fees in a common interest development, so take that into account. Either way, don't forget about those big capital repairs and replacements. It's highly likely that maintenance and repairs will be more than you anticipate.

Insurance

You can contact your insurance agent, run over the property specifics and get an exact estimate of the cost for the coverage you need. Don't forget to consider earthquake, flood, umbrella liability, HO-6 interior condominium unit policies or any other special insurance you may want or need.

Property taxes

You should contact the county assessor to get the exact amount for the current property taxes. Make sure - especially you Californians under Proposition 13 - that you know how much you will be paying in property taxes after you close escrow. It could be significantly different from what the seller is currently paying.

HOA fees

You should be able to look at the for-sale listing and/or call the property manager to confirm the current HOA fees. Make sure to investigate beyond the current fees to determine whether the fees are scheduled to rise quickly, if they have risen often and if any special assessments are coming.

Management

If you plan to have an outside manager, call around the see what the cost is for that service. Typically it's 6 to 8 percent of the rent, and that may or may not include re-leasing costs, which could be half to a full month's rent in addition to the monthly fee percentage.

Other costs

Gardening, pest control and utilities paid by the landlord also need to be considered. It's smart to make the tenants cover water (even if pro-rated between units), electricity and gas. I've learned when a tenant pays the bills it costs X per month, but when the landlord pays those same bills, they're 3X or 4X per month. People generally only conserve when they have the pain of paying the bills.

That's some general guidance on how you can estimate the costs of operating an income property. Talk to other real estate investor-owners, real estate agents and property managers, too. And remember, don't underestimate your expenses. It likely will cost more than you think!

(AP) ? The Detroit Tigers and Los Angeles Angels each sat a star in the hopes of keeping them healthy for rest of the season.

Miguel Cabrera and Albert Pujols were not in the lineup because of injuries Sunday in the Angels-Tigers series finale, giving them two days off because both teams are off Monday.

Cabrera played in Detroit's first 126 games this season. The third baseman has a sore right ankle that limited him to being a designated hitter on Friday and Saturday.

"What's best for Miguel is best for the Tigers," Detroit manager Jim Leyland said.

Pujols hasn't played since Wednesday when he left a game against Boston in the fourth inning with tightness in his right calf.

"I'm feeling better," he said. "But they want to give me another day off ? whatever they want to do."

The Tigers and Angels are both potentially vying for an AL wild card with 30-plus games left in the regular season. They need Cabrera and Pujols to avoid going from having day-to-day soreness to a long-term injury.

Cabrera ranks among the AL's best with a .324 batting average, 32 homers and 106 RBIs. Pujols is hitting .283 and has 28 homers and 86 RBIs.

"When Albert is ready to play, he's going to play," Los Angeles manager Mike Scioscia said. "We're not holding him out to get him ready for the stretch. If he was available and could play, he would be playing."

ScienceDaily (Aug. 23, 2012) ? Atomic orbital electrons react to change of nucleus electric charge following each beta decay and to flying nearby particles emitted from the nucleus. NCBJ physicists have simulated such processes for 6He nuclei. Theoretical calculations were recently confirmed by an experiment performed in the GAEN accelerator centre in Caen (France). That way the sudden approximation calculation method (one of the oldest methods employed to solve quantum mechanics problems) was directly validated.

Decays of atomic nuclei are potential sources of information on fundamental phenomena occurring in the quantum world. Unfortunately it is a rather difficult task to model such processes. Yet NCBJ physicists have successfully simulated the process of neutron? proton conversion in singly ionized 6He atom nucleus and correctly predicted its impact on the atomic orbital sole electron. Theoretical calculations were recently confirmed by an experiment performed in the GAEN accelerator centre in Caen (France). That way the sudden approximation calculation method (one of the oldest methods employed to solve quantum mechanics problems) was directly validated.

Nucleus of a 6He ion is composed of two protons and four neutrons. In a singly ionized ion the nucleus is orbited by a single electron. Surplus of neutrons makes such nuclei unstable, they undergo the so-called beta-minus decays in which one of the neutrons is transformed into a proton. To preserve electric charge, an electron is emitted from the decaying nucleus. Each emitted electron is accompanied by an electron anti-neutrino. In effect, a stable 6Li nucleus (still orbited by a single electron) is produced.

"During each beta-minus decay the orbiting (atomic) electron is impacted because of two reasons. Firstly, the total electric charge of the nucleus is changing since three protons are suddenly appearing in place of two protons. Secondly, a negatively charged emitted electron is flying nearby. It is plenty of stimulation for the orbiting electron: one might say that it is shaken very strongly. In result it is excited to a higher orbital or completely struck out of the atom" explainsProfessor Zygmunt Patyk from NCBJ.

Quantum mechanics uses wave functions to describe particles. The functions may be used to calculate probabilities that the particle will take some determined states.

"The 6He ion selected for calculations is almost a textbook case: single electron orbiting within a relatively simple potential well of the nucleus" said Dr. Katarzyna Siegie?-Iwaniuk from NCBJ.

Electrons emitted by the decaying nuclei move at a speed close to the light velocity. They cross orbital electron clouds in times shorter than one billionth part of a nanosecond (i.e. 10-18 s). In quantum mechanics, problems in which interactions are so short are treated by finding a superposition of some final state wave functions (in our case: single electron within the 6Li ion) that jointly approximate the initial state wave function (in our case: single electron within the 6He ion). That trick is known as the sudden approximation method. It has been applied for many years (almost from the days quantum mechanics was born) but has never been directly verified in any experiment.

Professor Patyk's team has been collaborating with teams of physicists working in GAEN accelerator centre in Caen (Normandie, France) for several years. Calculations performed by NCBJ physicists to the accuracy of 4 significant places yielded the 2.3% probability that beta-decay will be liberating the sole orbital electron of the 6He ion, i.e. will be producing a totally ionized lithium atom. To a comparable accuracy that result was confirmed by some experiments performed at the French accelerator.

"Such a good agreement between theoretical predictions and experimental findings in such a simple (almost textbook) system is the first direct proof that the sudden approximation computational method utilized to solve quantum mechanics problems for almost a century is indeed correct" points out Professor Patyk.

NCBJ physicists have also managed to determine factors responsible for liberating the 6He sole orbital electron. The performed analyses have indicated that the ionization is caused in 99% cases by change of the nucleus total electric charge, and only in 1% cases by the fast electron emitted by the decaying nucleus.

The results co-authored by members of both collaborating teams were recently published in Physical Review Letters. The Polish team work was co-financed by a Polish Ministry for Science and Higher Education grant and by a Polish National Science Centre grant.

Why a Minimum Wage Increase Divides Small Business

The $7.25 hourly federal minimum wage has not increased since 2009 and represents less, when adjusted for inflation, than minimum-wage workers earned in 1968. As of January, 18 states plus the District of Columbia had minimums over the federal rate, and five states have no minimum wage laws, according to the U.S. Department of Labor.

Historically, efforts to raise minimum wages have drawn staunch opposition from small business advocacy groups. But as U.S. income inequality has widened and economic studies have challenged the long-held notion that minimum wage increases suppress employment, small business owners and lobbyists are turning up on both sides of the debate.

The traditional stance is represented by the National Federation of Independent Business, which has put considerable effort into fighting half a dozen state minimum wage increases in the Northeast this year, says Jack Mozloom, the group?s regional media manager. ?We?re trying to put that fire out in a bunch of different places,? he says, including New York, New Jersey, and Connecticut. ?Our members are nearly unanimously against an increase, not only because they don?t have the sales volume that would justify an increase in their labor expenses, but because it tends to inflate wages up and down the scale.?

Not all small business owners and organizations share that conviction. In contrast to her counterparts at the U.S. Chamber of Commerce, which has staunchly opposed minimum wage increases, Margot Dorfman, chief executive of the U.S. Women?s Chamber of Commerce, supports an increase. ?Raising the minimum wage would increase the tax base and decrease the need for government relief,? she says. A good portion of her 500,000 members, about three-quarters of whom are female business owners, have worked hourly jobs at some point. ?Oftentimes the women who are working are the ones being paid the minimum wage, and they?re single parents who need to put a roof over their head and feed their children.?

Holly Sklar, founder of Business For a Fair Minimum Wage, aims to debunk the notion that all business owners oppose minimum wage increases. ?There was a portrayal of too many policies as business on one side and everybody else on the other side,? she says. The group, which has an annual budget of less than $150,000, is funded by grants and individual donors; organized labor does not contribute to its funding, she says. Founded in 2006 to fight for the most recent federal minimum wage increase, in 2007, it?s backing proposed legislation that would boost the federal rate in three 85? steps, to $9.80 an hour, over three years, then adjust it annually to keep pace with the cost of living.

Its argument, ?an economy that?s based on a much more economically viable connection between what used to be called a fair day?s pay for a fair day?s work,? has caught on with the 4,000 organizations and individuals who have signed on with her network, including Lew Prince, a co-owner of Vintage Vinyl, a $1.7 million independent music store in St. Louis. He pays his 16 full-time employees $12 to $17 an hour and his eight part-timers $8.50, he says, and he has become an evangelist for the minimum wage increase, trying to persuade fellow small business owners who are skeptical to support it. ?I get incredible continuity by paying people fairly. The longer they?re here and the better they?re treated, the more likely they are to take ownership,? he says. ?My employees really run my business while I concentrate on logistics and predictions. I have not had a case of internal theft in decades.?

Brian England, who founded $2.2 million British American Auto Care in Columbia, Md., in 1978 and has 20 employees, says he didn?t consider it a burden when minimum wages were increased regularly. ?People used that as a time to review wages generally, and everybody went up. Now the people at the bottom are so far behind, they need a chance to catch up,? he says.

But the timing for increasing labor costs is poor right now, particularly when so many small businesses are still struggling to recover, says Molly Brogan, spokeswoman for the National Small Business Association, which opposes the proposed legislation. ?We?re particularly wary in a difficult economy. When you?re faced with 10 employees in a low-profit business such as a hardware store, what you?ll have to do is put your money into increasing wages and any new hiring will be suppressed,? she says.

It would certainly make business difficult for Debi Pappas, who co-founded White Glove Services in Orlando in 2010. The company trains and provides butlers and cleaning teams for large estates, vacation homes, and special events and had $250,000 in 2011 revenue. Her 38 employees make from $9 to $15 an hour; she pays $8 an hour during training. ?I?m considered a nice employer, and I can attract really great people because I?m paying above the minimum even when they?re not [working] in homes,? she says. To stay above an increased minimum wage, she?d have to boost starting wages, and it?s unlikely she could pass the cost to her customers because she?s already charging them top prices. ?Even 50? an hour makes a big difference for a small business person. Oreo Pop Baby Rattles ~ A Baby Shower for - Cookies and Cups

Today?s a special day!

We are celebrating our friend Jenny.? She?s gonna have a baybeh.

Another boy to add to her houseful of boys.

Speaking from one mom of boys to another, you?re in for more fun, my friend!

You all know Jenny...she writes the insanely sweet blog Picky Palate.? And I have to tell you she is even nicer and sweeter in real life.

?

So, to celebrate Jenny and her soon-to-be bundle of joy, we are having a fun, ?virtual? baby shower, since we all can?t be there in in person to give her cookies and hugs before her little nugget arrives.

And because we all know Jenny is an Oreo Queen, I made some super easy, and totally cute Oreo Pop Baby Rattles.

Kinda the easiest thing ever, but perfect for a shower!

All you need are a few supplies to make these.? Start with Double Stuf Oreos, Bite Size Oreos, Blue Candy melts, Some sprinkles for decoration?

PhotobucketAnd some lollipop sticks.? I cut mine down to 3 inches, so the ?rattle? was a little more proportioned,

The steps are easy.? Separate the Double Stuf Oreo cookie and press the stick gently into the cream.? Then press the other half back on top.

Next separate two Bite Size Oreos and using both of the cream sides and sandwich the lollipop stick in between. ?

* I saved all my extra ?uncreamed? sides in a ziplock to use in the future for cookie crumbs or a garnish.

PhotobucketMelt your candy melts in the microwave with about a 1-2 teaspoons of vegetable shortening and dip each side, tapping off the excess.? Transfer to wax paper to set.

Immediately press on the sprinkles into the wet candy.

Unfortunately, for a lot of people that means uninstalling 8, installing 7, then reinstalling 8. But the price is right.
