Analysis: Stop-gap fix most likely outcome of "fiscal cliff" talks

WASHINGTON (Reuters) - The "fiscal cliff" deadline is days away and the U.S. Congress and President Barack Obama have left town for Christmas.

But even if they were still here, it wouldn't have mattered, according to Steny Hoyer, the second-ranking Democrat in the House of Representatives. He says they were going nowhere to resolving the disagreement over how to fix the nation's fiscal problems.

Last month's dreams of a "grand bargain" of tax hikes and spending cuts seem long gone. They had been reduced to more modest bargains in mid-December, and as 2013 approaches, are on the verge of relegation to a "stop-gap measure," at best the sort of temporary fix that Congress undertook in 2011.

A stop-gap that puts everything off for a while but resolves nothing is now the most promising alternative, if there is to be one, to the across-the-board tax hikes and spending cuts described as a "fiscal cliff" because they threaten to send the U.S. economy plunging into another recession.

It is also the way fiscal showdowns have ended in Washington in recent years.

Such a fix, at best, would delay the spending cuts and tax hikes further into 2013 as well as work to address in a long-term way a government budget that has generated deficits exceeding $1 trillion in each of the last four years. Even worse, it would set up a huge fight in January and February over raising the U.S. debt ceiling, which controls the amount of money the federal government can borrow.

Dysfunction in Washington was specifically cited as one of the reasons rating agency Standard & Poor's cut the U.S. debt rating to AA-plus after a battle over the debt ceiling in 2011. That alone - not to mention going over the cliff - could lead to another rating cut.

At worst, the new year could start with a full-fledged jump off the 'cliff,' with an understanding, communicated to financial markets, that Congress and the White House would come back and try again for a solution.

Given the apparent deadlock, some congressional aides this week said that Washington needed to begin telegraphing to Wall Street that markets should not panic if a "fiscal cliff" deal is not struck in December.

The goal, one aide said on condition of anonymity, is to avoid starting 2013 with a steep stock market drop like the one the U.S. suffered in 2008, when the country's financial industry was falling apart and Congress was divided over what to do.

On Friday, Obama acknowledged that only small steps might be possible with so little time remaining.

Those, the Democratic president said, would consist of extending benefits for the long-term unemployed and keeping income tax rates low for 98 percent of Americans - meaning raising taxes on households with net incomes above $250,000 a year but not for those earning less.

He held out the possibility of something "comprehensive," as he put it, but it had a hollow ring at the close of a work week that saw House Speaker John Boehner step back from negotiations and pursue a partisan plan that even some of his fellow Republicans could not stomach.

MARKET PRESSURE

The steps that Obama outlined were immediately rejected by Republicans, who have given ground on their previous steadfast opposition to any tax hikes but are still demanding that the White House agree to more substantial spending cuts.

"The president has failed to offer any solution that passes the test of balance," declared Boehner spokesman Brendan Buck, minutes after the end of Obama's statement on Friday.

On Saturday, a spokesman for Senate Republican leader Mitch McConnell was similarly dismissive, noting Obama's call had neither bipartisan support nor spending cuts to ride along with tax increases.

McConnell, on Friday, suggested bringing up a House-passed bill that extends current tax rates for all Americans, including the top earners, and then pushes for comprehensive tax reform next year that theoretically could raise new revenues to help cut deficits.

But Obama has promised repeatedly to veto any extension of the expiring Bush-era tax cuts that fail to hike rates for the wealthy.

And Democrats, who control the Senate, have dismissed the McConnell idea, arguing that Obama ran his successful 2012 re-election campaign on a promise of forcing the wealthy to bear more of the burden of deficit reduction.

Democratic aides in Congress think their own bill implementing Obama's $250,000 income threshold, which passed the 100-member Senate in July with 51 votes, could breeze through this month, or next year after the "fiscal cliff" is breached.

The prospect of a breach is being discussed far more seriously now, and not just as a bluff or to set up the other side for blame.

"I think we're going to go over the cliff," said Republican Representative Patrick Tiberi of Ohio. "I don't see something getting done."

In an MSNBC interview Friday, Hoyer, a 31-year veteran of Congress from Maryland, said it wouldn't matter if everyone was in Washington instead of on holiday.

"Frankly, we've been in town for four weeks and members haven`t been doing much," he said, calling it "one of the least productive times that I've been in Congress."

Even Obama speaks of "a mismatch" between how people are thinking about the looming tax hikes and spending cuts "outside of this town and how folks are operating here. And we've just got to get that aligned," he said in his statement.

ITG Investment Research Chief Economist Steve Blitz on Saturday said sliding the "fiscal cliff" negotiations into the new year was not a huge deal. "I think markets will pressure for a deal in January," he said.

The "pressure" could be in the form of a significant stock market drop, which would hit workers' retirement plans, threaten to deter consumer and business spending, and possibly rattle other countries' economies at a time when the global economy is far from robust.

Neighbor took six survivors into his home

NEWTOWN, Conn. (AP) ? Gene Rosen had just finished feeding his cats and was heading from his home near Sandy Hook Elementary school to a diner Friday morning when he saw six small children sitting in a neat semicircle at the end of his driveway.

A school bus driver was standing over them, telling them things would be all right. It was about 9:30 a.m., and the children, he discovered, had just run from the school to escape a gunman.

"We can't go back to school," one little boy told Rosen. "Our teacher is dead. Mrs. Soto; we don't have a teacher."

Rosen, a 69-year-old retired psychologist, took the four girls and two boys into his home, and over the next few hours gave them toys, listened to their stories and called their frantic parents.

Rosen said he had heard the staccato sound of gunfire about 15 minutes earlier but dismissed it as an obnoxious hunter in the nearby woods.

"I had no idea what had happened," Rosen said. "I couldn't take that in."

He walked the children past his small goldfish pond with its running waterfall, and the garden he made with his two grandchildren, into the small yellow house he shares with his wife.

He ran upstairs and grabbed an armful of stuffed animals. He gave those to the children, along with some fruit juice, and sat with them as the two boys described seeing their teacher being shot.

Victoria Soto, 27, was a first-grade teacher killed when 20-year-old Adam Lanza burst into her classroom. It wasn't clear how the children escaped harm, but there have been reports that Soto hid some of her students from the approaching gunman. The six who turned up at Rosen's home did apparently have to run past her body to safety.

"They said he had a big gun and a little gun," said Rosen, who didn't want to discuss other details the children shared.

Rosen called the children's parents, using cellphone numbers obtained from the school bus company, and they came and retrieved their children.

One little girl, he said, spent the entire ordeal clutching a small stuffed Dalmatian to her chest and staring out the window looking for her mommy.

And one little boy brought them all a moment of levity.

"This little boy turns around, and composes himself, and he looks at me like he had just removed himself from the carnage and he says, 'Just saying, your house is very small,'" Rosen said. "I wanted to tell him, 'I love you. I love you.'"

Rosen said Sandy Hook had always been a place of joy for him. He taught his 8-year-old grandson to ride his bike in the school parking lot and took his 4-year-old granddaughter to use the swings.

"I thought today how life has changed, how that ground has been marred, how that school has been desecrated," he said.

He said it wasn't his training as a psychologist that helped him that day ? it was being a grandparent.

A couple of hours after the last child left, a knock came on his door. It was a frantic mother who had heard that some children had taken refuge there. She was looking for her little boy.

"Her face looked frozen in terror," Rosen said, breaking down in tears.

"She thought maybe a miracle from God would have the child at my house," he said. Later, "I looked at the casualty list ... and his name was on it."

McAfee in Miami: 'I'm here. I'm hungry. I plan to eat.'

Internet entrepreneur John McAfee ? wanted for questioning by Belizean officials in the slaying of an American expatriate ? told reporters in South Beach Wednesday night that he will speak with police in Belize if they come to the U.S.

?If they want to come here and talk to me, I?d be more than happy to talk to them, yes,? he said at the Beacon Hotel, where he is staying.

Miami International Airport spokesman Greg Chin said the American Airlines commercial jet carrying McAfee landed shortly before 7 p.m. Wednesday.


McAfee confirmed that he was taken off the plane before everyone else.

McAfee was released from detention in Guatemala earlier in the day, the Department of Immigration in Guatemala told NBC News.

He said he had no choice about coming to Miami.

?They put me on an airplane. I am here,? he said.

As McAfee was escorted by Guatemalan immigration officials to the Guatemala City airport, he said, "I'm free. I'm going to America."

Chin said that McAfee would not exit from Immigration and Customs to the public area of the airport. "His exit will be handled post-security by federal authorities," Chin said.

Nestor Yglesias, a spokesman for Immigration and Customs Enforcement and Homeland Security Investigations in Miami, said he did not know about any special procedures in place for McAfee?s arrival.

McAfee went on the run last month after Belizean officials tried to question him about his neighbor, Gregory Viant Faull, who was shot to death in early November.

McAfee acknowledges that his dogs were bothersome and that Faull had complained about them, but he denies killing Faull.

Faull's home was a couple of houses down from McAfee's compound in Ambergris Caye, off Belize's Caribbean coast.

McAfee said in South Beacon that he's "not worried at all" about being extradited to Belize.

"If I?m in front of a court, there?s nothing in the world they will do to send me back. They have no evidence, I have tons of evidence about the corruption, the harassment, beginning with the attack on my property in April," he said. "I mean, of course I?m not worried. I?d be happy to go in front of a judge ? just not one in Belize.?

McAfee had been detained last week for immigration violations after he sneaked into Guatemala from neighboring Belize. But Guatemalan immigration service spokesman Fernando Lucero said Wednesday that McAfee was being expelled from the country.

"McAfee entered the country illegally," Lucero said. "Guatemala is expelling him. Since his country of origin is the United States, Guatemala is expelling him to the United States."

As McAfee was expelled from the country, he told?Bloomberg Television?in a phone exchange that he was ?perfectly happy with the decision.?

Belizean authorities had been urging McAfee to show up for questioning in the killing, but have not lodged any formal charges against him.

McAfee said he feared he would be killed if he turned himself in to Belizean authorities. In the interview with Bloomberg on Wednesday, McAfee said he has offered to talk to the police "numerous times on the phone."

But "it's not an issue of talking about a murder,"?he said. "It's an issue of putting their hands on my person."

McAfee's escort to the Guatemala City airport marked the latest chapter for McAfee's strange, month-long odyssey to avoid police questioning about the killing. Throughout, he blogged and spoke with reporters about his life on the lam.

Bystanders in Guatemala City stopped to stare at the passing police convoy, and people at the airport massed around the immigration truck carrying McAfee, straining to take pictures of him with their cell phones.

McAfee suggested his weeklong detention in Guatemala for entering the country clandestinely had taken its toll on him.

"All I can tell you is I'm 10 years older, and I don't know what I'm doing. I'm just going to Miami," he said.

His 20-year-old Belizean girlfriend who has accompanied him since he went on the run was not with him on the ride to the airport. She was last seen early Wednesday leaving the detention facility crying after bringing McAfee breakfast.

The British-born McAfee has led an eccentric life since he sold his stake in the software company named after him in the early 1990s and moved to Belize about three years ago to lower his taxes.

He told The New York Times in 2009 that he had lost all but $4 million of his $100 million fortune in the U.S. financial crisis. However, a story on the Gizmodo website quoted him as describing that claim as "not very accurate at all."

McAfee is an acknowledged practical joker who has dabbled in yoga, ultra-light aircraft and the production of herbal medications.

On Sunday he said he yearned to be in the United States and "settle down to whatever normal life" he can.

"I simply would like to live comfortably day by day, fish, swim, enjoy my declining years," he said.

But on Wednesday night, he said he doesn't have a plan for what's next.

"I?m here, I?m hungry. I plan to eat. That?s basically it," McAfee said, adding a moment later, "If you?ve ever tasted Guatemalan jail food, it?s not very nice, and I?d like some sushi.?

Progress seen in Iran-IAEA talks: Source

VIENNA (Reuters) - Some progress is believed to have been made in Thursday's talks between the U.N. nuclear agency and Iran in Tehran, a diplomatic source said on Friday.

The source, who declined to be identified because of the sensitivity of the discussions, said a new meeting between Iran and the U.N. International Atomic Energy Agency (IAEA) was expected to take place in mid-January.

The source gave no further details. There was no indication that the IAEA had gained access to the Parchin military site as requested. The IAEA team was expected back in Vienna, where the IAEA is based, on Friday morning.

The comments were in line with those made by Iran's ambassador to the IAEA, Ali Asghar Soltanieh, to Iranian media after the one-day meeting in Tehran. Iranian media said a new meeting would take place in the capital on January 16.

The IAEA wants an agreement that would enable it to resume a long-stalled investigation into suspected atom bomb research in the Islamic state.

Iran, one of the world's largest oil producers, denies Western allegations it is seeking to develop the means and technologies needed to assemble nuclear weapons. Its economy is struggling with the burden of increasingly tough Western sanctions.
