Malawi banks on history to cling to Lake Malawi

A long-dormant border dispute between Malawi and Tanzania has reignited as oil companies push their exploration work deeper into the continent, giving enormous value to regions once ignored.

Foreign ministers from the two countries are set to meet Monday in Malawi's northern town of Mzuzu City to discuss the 50-year dispute, which stems from colonial-era border lines around the lake.

At issue is a largely undeveloped swath of Lake Malawi, where Lilongwe has awarded a license to British firm Surestream to explore for oil in northeastern waters near Tanzania.

Malawi has carefully watched Uganda's developments around Lake Albert, where oil firms are pouring billions of dollars to exploit reserves estimated at 2.5 billion barrels.

Lake Malawi lies in the same Great Lakes system stretching along the African Rift, and Malawi is hoping for a similarly large payout -- which could transform the fortunes of a country whose economy depends on small farmers and foreign aid.

Tanzania is already savouring the prospect of energy wealth with the announcement in February that Norwegian oil group Statoil and US company ExxonMobil had together discovered there a large natural gas field with reserves estimated at 140 billion cubic metres.

Now it also wants a slice of anything discovered near its shores in Lake Malawi.

"The lake historically belongs to us. Malawi must be firm on this and not relent," political pundit and rights activist Billy Mayaya told AFP, in an unforgiving tone that reflects the national mood on this issue.

"No inch of the lake must be given away... even at gunpoint," he said.

Despite the bravado, there is little chance of an armed conflict over the lake. More likely is a settlement on the resources beneath it.

"Compromises are key factors in negotiations," said Voice Mhone, who represents the Council for Non-Governmental Organisations of Malawi.

The two states must "weigh the pros and cons of the dispute and move with caution", he said.

Tanzania wants a halt to the oil exploration in the 29,600-square-kilometre (11,430-square-mile) lake, to pave way for talks.

Surestream is currently carrying out an environmental assessment.

Tanzania claims the border runs along the middle of Lake Malawi, home to over 500 species of fish and a major tourist attraction for Malawi.

When African states became independent, they agreed to maintain their colonial borders. Tanzania was a German colony that Britain took over after World War I. Britain then placed all the lake's waters under Malawi's administration.

Both nations say they could turn to international arbitration to settle the dispute if their talks fail.

"There is no substitute for diplomacy, there will be diplomacy, diplomacy and more diplomacy," Tanzania's Foreign Minister Bernard Membe said ahead of the talks. "No gun or bullet will be fired to resolve the issue."

"Much as it is a well-known fact that the lake belongs to Malawi, we will engage our Tanzanian counterparts and resolve our differences diplomatically and amicably," Malawian President Joyce Banda said.

Banda and her Tanzanian counterpart Jakaya Kikwete also addressed the issue during a regional summit this weekend in Mozambique.

For Malawi, blighted by food shortages and AIDS, it is a question of national pride that they have something envied by neighbours.

"Tanzania has several lakes, including a coastline. It has more water resources than Malawi," Mayaya said. "It should leave the lake to us."

Soccer star Alex Morgan has book deal

(AP) ? Let the Olympics book deals begin.

Alex Morgan, the gold medalist and key member of the U.S. Olympic soccer team, has signed with Simon & Schuster Children's Publishing for "The Kicks," a three-book series for middle schoolers. The first novel will come next summer, the publisher announced Monday. The main characters will be four young girls. The themes will be friendship, leadership, and, of course, soccer.

Morgan, 23, had three goals and four assists as the U.S. women's team won its third consecutive gold medal. In a statement released by Simon & Schuster, she said she wanted her books to "inspire young girls" and "celebrate" her love of soccer.

Las Vegas was not always the way that it is at this time full of colors, sounds and entertainment. At one time it was merely a desert oasis that was settled by the first indigenous tribes. That was till Rafael Rivera settled there and it became the shortcut from Los Angeles to California.

First Las Vegas Settlers

The following explorer who went to settle in Las Vegas was John C. Fremont. He arrived on May 13th, 1844. He?s immortalised in the history books. A hotel and casino was even named after him, the Fremont Hotel and Casino. The main street of Vegas, where the casinos are lined up, is also named after John C. Fremont Fremont Street.

Mormon Influence

Not many people know that many of the people living in Las Vegas are Mormons. The explanation for this is that Mormons settled in Las Vegas from Salt Lake City in 1855. The Mormons made a settlement in Vegas and made a fort. They also cultivated the land and mined lead. However in 1858, the Mormons made a decision to move out of Las Vegas, though not before leaving a bequest. A Mormon Church was erected in Vegas.

Las Vegas Gambling History

Vegas wasn?t always a Mecca for gamblers. There had been a time in its history when betting was judged illegal. On October 1, 1910 gambling was declared illegal. This law lasted for only three weeks; because it was still illegal to gamble, even flip a coin, the people began to create underground betting holes. It was only in 1931 that betting was finally legalized in Las Vegas. In 1941 the first of the various casinos was built, the El Rancho Vegas Hotel-Casino. This casino has always been gone after it burned down in 1960, but many casinos sprung up after it.

Vegas Strips

The El Rancho was the first of the many casinos in Vegas. After it was built several others were built along the highways from Vegas to L. A. , which led on to the forming of the famous Vegas Strip. The early hotels and casinos built on that strip were the Last Frontier, Thunderbird and the Club Bingo.

Vegas Entertainment

Not only is Las Vegas known as the betting capital of the US but it is also an entertainment hub. Again, El Rancho Vegas was the precursor to the entertainment scene of Vegas. It hosted numerous performers to provide entertainment. Stardust Hotel was the first to start the production style entertainment in Vegas. After Stardust, lots of other hotels and casinos started their own entertainment production.

Vegas Mega Casinos

Not long after, Vegas changed into a home to mega casinos. These casino resorts had more than a thousand rooms and other impressive features. These hostels and casinos cost up to $1 billion to build and people just keep on coming to be in awe of them.

USC brushes off sanctions to be No. 1 in AP Top 25

NEW YORK (AP) ? Southern California is No. 1 in the AP Top 25, tossing off the weight of NCAA sanctions and returning to a familiar place in the rankings ? with a boost from LSU's problems.

USC earned the top spot in The Associated Press' preseason college football poll for the seventh time in school history and the first time in five seasons, edging out No. 2 Alabama and No. 3 LSU.

The Trojans, who were banned from postseason play the past two seasons, received 25 of a possible 60 first-place votes from a media panel in a close vote. USC received 1,445 points. Defending national champion Alabama had 17 first-place votes and 1,411 points while LSU, the Crimson Tide's SEC rival, got 16 first-place votes and 1,402 points.

"We definitely didn't come here to be underdogs," Trojans safety T.J. McDonald said Saturday. "The ranking doesn't mean we've done anything as a team. But it's good to see we're back where we're supposed to be."

Oklahoma was fourth with a single first-place vote and Oregon was fifth. Michigan, at No. 8, received the only other first-place vote.

The Tigers were poised to start the season No. 1 before Heisman Trophy finalist Tyrann Mathieu got kicked off the team a week ago.

In light of that development, the AP extended the voting deadline. Before Mathieu was dismissed, reportedly for failed drug tests, LSU had received 28 of a possible 60 first-place votes. USC was a close second with 22 first-place votes and Alabama was third with nine.

The USA Today coaches' poll, which was released Aug. 2, had LSU at No. 1, followed by Alabama and USC.

Rounding out the top 10 in the AP rankings, Georgia was No. 6, followed by Florida State and Michigan. No. 9 South Carolina and No. 10 Arkansas give the Southeastern Conference half of the first 10 teams.

For the Trojans, their return to national championship contention comes just two years after the program was hit by NCAA sanctions that seemed crippling at the time.

"To be handed down what they said could be a death penalty, could take USC 10 years to come back from, then to have this recognition and be preseason No. 1 is very exciting for our fans because a lot people thought two years ago that this would not be possible for USC," coach Lane Kiffin told the AP.

Kiffin was an assistant coach for USC during its last great run. From 2001-09 under coach Pete Carroll, the Trojans won two national titles and played for a third, made seven straight BCS appearances and had three Heisman Trophy winners in Carson Palmer, Matt Leinart and Reggie Bush. At one point, USC spent a record 33 straight weeks at No. 1.

But Carroll left for the NFL after the 2009 season and Kiffin was hired to replace him. A few months later the NCAA hit USC with a two-year bowl ban, plus scholarship limitations and probation because Bush and his family received impermissible benefits.

USC went 8-5 in 2010, then charged back to 10-2 last season. And when star quarterback Matt Barkley decided to stick around for his senior season instead of entering the NFL draft, the Trojans, free from the bowl ban, were set to make a run at No. 1.

"There's not a roof over our heads now," McDonald said.

And USC is once again trendy in Los Angeles.

"Do you feel that? Sure you do," Kiffin said. "Games already sold out. Just the energy around it. All those different things. That's how it was before. I've talked to these players about it."

With Barkley, the preseason Heisman favorite, along with receivers Robert Woods and Marqise Lee, plus running backs Curtis McNeal and Penn State transfer Silas Redd, these Trojans have drawn comparisons to those great Leinart/Bush offenses.

"They are going to be successful because of the work they put in and not because of the hype," Kiffin said.

If USC has questions, it's on the defensive side, where the line is thin and the pass defense was spotty last season. Those potent Pac-12 offenses will provide plenty of tests, none stiffer than on Nov. 3 when Oregon comes to the Coliseum for the first of a possible two contests with the Trojans.

USC and Oregon could also meet in the Pac-12 title game.

Trojans-Ducks might be only the second-biggest game of the day on Nov. 3.

That will also be the day of Round III of Alabama-LSU, after the Tide and Tigers played twice last season, the second time in the BCS title game.

Alabama won the rematch 21-0 to take its second national title in the last three seasons under coach Nick Saban. The Tide are rebuilding on defense, but return quarterback A.J. McCarron and one of the best offensive lines in the country.

LSU has a new quarterback, Zach Mettenberger, who the Tigers hope will give the passing game more punch, and much of last year's fearsome defense is back ? except Mathieu.

The defensive back nicknamed Honey Badger became a surprising Heisman contender with a slew of game-changing plays last season. He scored four touchdowns, two on punt returns and two on fumble returns.

His departure was met with mixed reaction by voters, but in a tight race for No. 1 it made a difference.

"Tyrann Mathieu's a terrific player, but I don't think the overall effect will change LSU's results," said John Silver from the Journal Inquirer of Connecticut, who did not change his ballot after the Mathieu news. "I don't think a corner can make that big of a difference. It hurts them, but at the margins."

Seth Emerson of The Macon (Georgia) Telegraph dropped LSU from No. 1 to No. 3, behind Alabama and USC.

"On the one hand, he wasn't exactly known as a lock-down cornerback and LSU has plenty of other talent. On the other hand, I was in the Georgia Dome last year when Mathieu single-handedly turned the tide of the SEC championship," Emerson wrote on his blog. "He's a dynamic player. There's a reason he was fifth in the Heisman voting.

"That's why I moved LSU to third, but not any further down."

The rest of the Top 25 was heavy on Big 12 and Big Ten teams.

Big 12 newcomer West Virginia was 11th, followed by Big Ten rivals Wisconsin and Michigan State.

The Big 12 also placed Texas (No. 15), Oklahoma State (No. 19), TCU (No. 20) and Kansas State (No. 22) in the rankings to give the league six teams overall, matching the SEC for the most.

No. 23 Florida is the sixth SEC squad.

The Big Ten added Nebraska (No. 17) and Ohio State (No. 18) for a total of five teams. The Buckeyes, in their first season under coach Urban Meyer, are banned for the postseason this season because of NCAA sanctions.

Defending Atlantic Coast Conference champion Clemson (No. 14) and Virginia Tech (No. 16) give the ACC three teams in the Top 25.

No. 21 Stanford is the third Pac-12 team in the poll.

No. 24 Boise State is ranked in the preseason for the fourth straight year and No. 25 Louisville is the only Big East school in the rankings.

Nebraska will deny benefits for 'deferred action' immigrants

(Reuters) - Illegal immigrants sheltered from deportation under a new federal program still won't be eligible for state services such as driver's licenses in Nebraska, the state's Republican governor said on Friday.

Governor Dave Heineman, in making the announcement, joined Arizona Governor Jan Brewer in challenging the federal government on immigration policy. Two days ago, Brewer issued an executive order barring illegal immigrants from getting state benefits.

"President Obama's deferred action program to issue employment authorization documents to illegal immigrants does not make them legal citizens," Heineman said in a statement.

"The State of Nebraska will continue its practice of not issuing driver's licenses, welfare benefits or other public benefits to illegal immigrants unless specifically authorized by Nebraska statute," he added.

The Obama administration's new policy, dubbed "deferred action for childhood arrivals," took effect this week. It grants temporary legal status to many young illegal immigrants, ending the threat of deportation for at least two years. But the policy does not entitle the immigrants to state services.

In Texas, Republican Governor Rick Perry, who earlier this year dropped his bid for the party's presidential nomination, criticized the Obama policy but appeared to stop short of barring deferred action immigrants from obtaining licenses in his state.

Most states, with California and Texas the notable exceptions, deny in-state tuition rates at public universities to illegal immigrants and that won't change for those getting deferrals, unless states take action on their own.

The Pew Hispanic Center estimated as many as 1.7 million people could qualify for the federal program. In Texas, an estimated 170,000 people could benefit, according to the Migration Policy Institute, a Washington, D.C.-based think tank.

England 29-1 against South Africa

AFP - England were 29 for one in reply to South Africa's first innings 309, a deficit of 280 runs, at lunch on the second day of the third Test at Lord's on Friday.

England captain Andrew Strauss was bowled by Morne Morkel for 20 off the last ball before lunch, with fellow left-handed opener Alastair Cook unbeaten on six.

South Africa lead the three-match series 1-0 and only need to avoid defeat at Lord's to replace England as the world's top-ranked Test side.
