Fiscal cliff resolution good news for auto industry

The last-minute compromise that kept the country from going off the so-called fiscal cliff is good news for the U.S. economy and great news for the auto industry, for as the old adage goes: when the economy catches cold the auto industry gets pneumonia.

The resolution in Washington sidestepped some key issues that must yet be worked out in the coming months. But barring some later hitch that generates a new crisis, most industry analysts and insiders are confident that the U.S. car market is finally back on track after its worst downturn since the Great Depression.

A new study by R.L. Polk is forecasting new vehicle registrations will reach 15.3 million in the U.S. this year and ?We see it getting into the 16 million range by 2015,? Tom Libby, Polk?s lead analyst for North American forecasting, tells TheDetroitBureau.com.?

That would be a roughly 50% increase in 2013 from the bottom of the automotive market collapse during the depths of the downturn, and a 6% to 7% rise from the anticipated final sales numbers for 2012 ? which are likely to reach near 14.5 million when year-end figures are reported by the industry tomorrow.?

As good as that might sound, the turnaround is still lagging behind prior recoveries.? The U.S. auto market reached an all-time high in 2005 of 17.5 million vehicles, a figure Libby ? and other analysts ? don?t expect the industry to again see ?in the near-term.? In fact, few anticipate coming even close to that record before the country enters the next cyclical economic dip.

But few think that matters, either.

?The industry is very different from 2005,? explains Libby, ?when there was much greater production capacity that was forcing manufacturers to use a lot larger incentives? to buoy demand and keep factories running. ?We saw those years as artificially high.?

In fact, Detroit?s makers were saddled with so much excess capacity that even with sales running at record levels they could barely maintain profitability. By the time the industry was at its 2005 peak General Motors and Chrysler were already accelerating their slide towards the 2009 bankruptcies they survived only with the aid of a massive federal bailout.?

The Detroit makers leaned out their operations by closing dozens of assembly and component plants, scaling back wherever possible ? and with the help of major concessions from union workers.

With less excess capacity and lower operating costs, automakers don?t need to dangle massive incentives in front of otherwise reluctant buyers.? According to data from TrueCar.come, the average rebate and other giveback has fallen substantially over the last 12 months and even more dramatically since the bottom years of 2009 and 2010.? At the same time, transaction prices ? what customers actually pay for a new vehicle ? have been running at or near all-time records.

As a result, says Libby, sales of ?15 million to 16 million is very health (and the makers) will see major profits and everyone will be very healthy.??

He and other industry figures warn that things could still fall off the cliff if Congress can?t resolve the remaining fiscal issues later this year.? But Libby believes that Americans are ?becoming numb? to the sort of posturing and infighting of a gridlocked Congress and that means the panicky headlines are less likely to send potential car buyers into hiding compared to political crises of the past.

That?s why the anticipated sales numbers for December ? which will be released on January third ? should be among the best for all of 2012 and provide a burst of momentum for the New Year.

Exclusive: McConnell defends 'imperfect' fiscal cliff deal

The first day of a new Congress always represents a fresh start. This year, it also presents a perfect opportunity to tackle the single-greatest challenge facing our nation: reining in the out-of-control federal spending that threatens to permanently alter our economy and dim the prospects and opportunities of future generations of Americans.

Earlier this week, I helped negotiate an imperfect solution aimed at avoiding the so-called ?fiscal cliff.? If I had my way taxes would not have gone up on anyone, but the unavoidable fact was this if we had sat back and done nothing taxes would have gone up dramatically on every single American, and I simply couldn?t allow that to happen.

By acting, we?ve shielded more than 99% of taxpayers from a massive tax hike that President Obama was all-too willing to impose. American families and small businesses that would have seen painfully smaller paychecks and profits this month have been spared. Retirement accounts for seniors won?t be whittled down by a dramatic increase in taxes on investment income. And many who?ve spent a lifetime paying taxes on income and savings won?t be slammed with a dramatically higher tax on estates.

Was it a great deal? No. As I said, taxes shouldn?t be going up at all. Just as importantly, the transcendent issue of our time, the spiraling debt, remains completely unaddressed. Yet now that the President has gotten his long-sought tax hike on the ?rich,? we can finally turn squarely toward the real problem, which is spending.

Predictably, the President is already claiming that his tax hike on the ?rich? isn?t enough. I have news for him: the moment that he and virtually every elected Democrat in Washington signed off on the terms of the current arrangement, it was the last word on taxes. That debate is over. Now the conversation turns to cutting spending on the government programs that are the real source of the nation?s fiscal imbalance. And the upcoming debate on the debt limit is the perfect time to have that discussion.

We simply cannot increase the nation?s borrowing limit without committing to long overdue reforms to spending programs that are the very cause of our debt.

The only way to achieve the balance the President claims to want is by cutting spending. As he himself has admitted, no amount of tax hikes or revenue could possibly keep up with the amount of money Washington is projected to spend in the coming years. At some point, high taxes become such a drag on the economy that the revenue stalls.

While most Washington Democrats may want to deny it, the truth is, the only thing we can do to solve the nation?s fiscal problem is to tackle government spending head on ? and particularly, spending on health care programs, which appear to take off like a fighter jet on every chart available that details current trends in federal spending.

The President may not want to have a fight about government spending over the next few months, but it?s the fight he is going to have, because it?s a debate the country needs. For the sake of our future, the President must show up to this debate early and convince his party to do something that neither he nor they have been willing to do until now. Over the next two months they need to deliver the same kind of bipartisan resolution to the spending problem we have now achieved on revenue ? before the 11th hour.

When it comes to spending, the time has come to rise above the special interest groups that dominate the liberal wing of the Democratic Party in Washington and act, without drama or delay. The President likes to say that most Americans support tax hikes on the rich. What he conveniently leaves out is that even more Americans support cuts. That?s the debate the American people really want. It?s a debate Republicans are ready to have. And it?s the debate that starts today, whether the President wants it or not.

Putin signs antiadoption law, throwing pending adoptions into confusion (+video)

The mood among workers in the almost 40 Russia-accredited adoption agencies, which?have survived repeated bouts of political tensions and ever-tightening regulations over the years,?was near despair Friday.

"We have two cases of adoption in court and we're just asking ourselves the same question, what will be next?" says Lyudmila Babich, of the Cold Spring, New York-based Happy Families Center.

"We have no text of this law, nor any explanations of what's supposed to happen now. So, we're waiting," she says.

Any hope that Mr. Putin might impose some restraint upon a measure that even members of his own cabinet have criticized?as possibly illegal and diplomatically disruptive were dashed Thursday when Putin explicitly endorsed the adoption ban and other tough measures against US citizens working in Russia in televised remarks.

"I see no reason not to sign the law," Putin said.

He added that he would also sign a presidential decree to improve procedures for adopting Russian orphans and abandoned children domestically, and also boost measures to help children with serious disabilities and health problems ? who were previously the major pool of orphans made available for foreign adoption.

About 1,000 Russian children were adopted by US families in 2011, down from the annual average of 3,000 or so in the past decade, and only a small portion of the 120,000 Russian children who are considered eligible for adoption. Under Russian law, a child can be offered to prospective foreign parents only after having been rejected three times by Russian families.

Framed as 'selling' children

Russian nationalists argue that it's a shame for Russian children to be "sold" abroad, and several of the lawmakers who championed the Dima Yakovlev bill argued they will sponsor further efforts to ease the plight of Russia's huge numbers of institutionalized children.

Putin lent his support to the harshest critics of international adoption Thursday, by casually likening Russian children taken into US families to economic refugees.

"There are probably many places in the world where living standards are higher than ours. So what, are we going to send all our children there?" Putin said with sarcasm. "Maybe we should move there ourselves?"?

Congress tightens belt, trims spy budget for 2013

(AP) ? Congress has drastically trimmed the budget for U.S. spies and satellites for 2013, though not quite as deeply as the White House wanted.

In one of the last votes of the year, House lawmakers voted Monday 373-29 in favor of a Senate-passed bill to slightly boost the president's $72 billion budget request for intelligence agencies including the CIA, adding extra cash for the counterterrorism fight against al-Qaida, and the counterintelligence fight against foreign governments trying to spy on the U.S.

That's down sharply from roughly $80 billion in 2012, which marked the peak of intelligence spending since the attacks of Sept. 11, 2001.

"The bill holds personnel levels, one of the biggest cost drivers, generally at last year's levels," said House Intelligence Committee Chairman Mike Rogers, R-Mich. "Even so, the bill adds a limited number of new personnel positions for select, high-priority positions, such as FBI surveillance officers to keep watch on terrorists."

The House Intelligence Committee's ranking member, Rep. Dutch Ruppersberger, D-Md., said the bill "invests in personnel and programs that are working and cuts things that aren't."

The bill was stripped of several measures meant to block the leaking of classified information, including a provision that would have limited which government officials could brief journalists on intelligence. The measures had been drafted after lawmakers objected to a series of news stories that anonymously quoted senior administration sources describing sensitive intelligence programs, such as the process by which targets are chosen for lethal drone strikes overseas.

The chair of the Senate Intelligence Committee, Dianne Feinstein, D-Calif., says the measures were taken out to get the bill passed but that the issue remains a problem.

"Unfortunately, I am certain that damaging leaks of classified information will continue, and so the committee will need to continue to look for acceptable ways to address this problem," Feinstein said Friday after the Senate version of the bill passed.

The legislation, if signed into law by President Barack Obama, will require the White House to inform Congress when it decides to share classified information with reporters, giving lawmakers a heads-up before they read about it in the media.
